"And he was a king Yeshurun when the heads of the people were gathered, the tribes of Israel together." (Devarim 33.5)
"Were gathered" - When they are gathered together in one group and when peace is among them, He is their king, but not when there is strife among them. (Rashi)
In the Midrash Rabbah they said that it is as if His throne is reinforced up above, in times when Israel is united. (Rambam)
On the joyous day of Simchat Torah, the soul sings at the sight of the young and old dancing together in celebrating of the Torah. It is this gathering of the leaders of the nation, those who study and teach Torah all year long, together with "the tribes of Israel," those who work and support themselves by the labor of their own hands and who are unable to devote all their efforts to Torah study - which expresses our unity as a nation.
This is the true meaning of our prayers during the Days of Awe: "And they will all endeavor to be bound as one to do Your will with a complete heart." The Rambam instructs us that such unity reinforces God's throne reflecting His greatness and glorifying His name. This is our role as God's chosen people.
Rashi points this out as well by commenting: "When they are gathered together in one group and when peace is among them, He is their king, but not when there is strife among them." When we as a people are bound together in peace and harmony, we feel God's presence among us but when we are divided and hostile, we lose His presence.
We read in the Torah's final portion and we recite each morning Moses commanded us the Torah, a heritage of the congregation of Jacob, the Torah is our heritage when we are united and form a congregation as we open the new year and begin again from the book of Bereshit may we be guided by these thoughts and unite together as one.
