In a view from the USA, if Israel keeps the territories, then it has a moral obligation to give all the people that live in them the vote. Israel may have good faith security interests, but it cannot treat the Palestinians as second class human beings with inferior legal rights. If you want to rule over them, then you have to give them the vote. You cannot have it both ways.
